TALLY SHEET: From affordable housing to better public education

00_icon_tallysheetState senators introduced only a dozen new bills over the past week, while House members added more than 100 to the hopper, including many resolutions commending youths for becoming Eagle scouts Key bills that may be of particular interest:

IN THE SENATE

Affordable housing. S. 1068 (Kimpson) would allow counties to increase building fees by 10 percent and use the money to create more affordable housing, with other provisions. S. 1069 (Kimpson) would allow increases to deed recording fees to benefit affordable housing. S. 1070 (Kimpson) calls for a new state low-income tax credit related to housing.

Confederate flag. S. 1071 (Kimpson) calls for the Confederate flag to be removed from religious structures and be placed elsewhere. The bill would impact the flag at the Citadel’s Summerall Chapel.

IN THE HOUSE

Landfill. H. 4857 (Hiott) would require coal ash to be put in a Class 3 landfill, with several provisions.

Car safety. H. 4869 (Erickson) would require kids to be in car seats up to age 7, keep kids out of front seats until age 13 and make other car safety changes.

Education measures. H. 4936 (Education and Public Works Committee) calls for new state education goals, standards and areas of learning to measure, with several provisions. H. 4937 (E&PW Committee) would establish the state Education and Economic Development Coordinating Council, with several provisions. H. 4938 (E&PW Committee) calls for surveying college students about teaching in rural and poor areas. H. 4939 (E&PW Committee) calls for a new state committee to review all state education laws and for the state Education Department to develop a system to help schools, with several provisions and including attention to underperforming schools. H. 4940 (E&PW Committee) calls for an Office of Transformation at the Education Department. H. 4941 (E&PW Committee) calls for the Education Department to develop and adopt a program to help schools have better fiscal practices, with many provisions related to better budgeting.

Conservation bank. H. 4945 (Bingham) would reauthorize the state Conservation Bank with several provisions.
