A look at new bills

While lawmakers filed bills whose summaries filled 42 pages this week, here’s a look at major proposals:

IN THE SENATE

00_icon_tallysheetIncentives. S. 493 (O’Dell) seeks to provide a way to determine tax credits and incentives based on employment of companies, and to amend insurance rules, with many provisions.

Drones. S. 498 (Sheheen) seeks to keep drones from hovering above people’s property, with some exemptions, particularly for law enforcement.

Sex trafficking. S. 500 (Hayes) seeks to strengthen state law related to preventing sex trafficking. H. 3766 (G.M. Smith) is similar.

Domestic violence. S. 508 (Kimpson) seeks to add education about domestic violence and health family relationships to health education in public schools.

Conservation Bank. S. 519 (Campsen) seeks to enact a Conservation Bank reauthorization and wetlands conservation law to permanently fund a trust fund, with several provisions.

College trustees. S. 521 (Malloy) seeks a constitutional amendment to exempt college or university trustees from being required to be voters.

Infrastructure funding. S. 523 (Cleary) is a proposal to raise the gas tax, the cap on car sales tax and more to fund road and bridge infrastructure maintenance and improvements, with many provisions.

IN THE HOUSE

Appropriations Bill. H. 3701 (Ways and Means) is the 2015-16 annual appropriations bill for the state. Related in H. 3702, the annual capital reserve fund bill.

Ethics. H. 3745 (Sotille) would allow ethics violations to be prosecuted for up to four years after a public official, employee or member leaves office.

Wine tastings. H. 3763 (Horne) would allow retailers with retail wine permits for off-premises consumption to hold wine tastings with restrictions.

Green tip ammo. H. 3798 (Gilliard) would make green tip ammunition in S.C. illegal.
